Finely chop the onions and garlic. Cut the meat into even cubes.
In a large pot, heat the oil and sauté the onions until translucent. Add the garlic and stir in the Hungarian sweet paprika.
Add the meat and brown on all sides. Stir in the chopped tomatoes and bell pepper, then season with salt and pepper.
Pour in enough water to cover the meat, then simmer over low heat for 60-90 minutes, or until the meat is tender.
Meanwhile, peel the potatoes and cut them into larger cubes. Boil in lightly salted water until tender, then drain.
Serve the pörkölt with the boiled potatoes and a side of pickles, such as dill pickles. Garnish with fresh parsley, if desired.
