Cook the ramen noodles according to the package instructions. Drain well and let cool slightly.
In a large bowl, whisk together the eggs, soy sauce, sesame oil, and water.
Add the flour, baking powder, salt, and pepper. Stir until you have a smooth batter.
Finely chop the green onion and stir it into the batter along with the cooled noodles.
Heat a skillet over medium heat and lightly coat with olive oil.
Pour the noodle mixture into the skillet, shaping it into a pancake.
Cook for about 3-4 minutes, until the bottom is golden brown. Flip and cook for another 3 minutes, until golden brown on the other side.
Sprinkle with sesame seeds and extra green onion before serving.
Serve hot, with soy sauce or spicy mayo.
