Heat the olive oil in a saucepan over medium heat. Add the finely chopped garlic and sauté until fragrant, being careful not to burn it.
Pour in the red wine and bring to a simmer over medium heat, allowing the alcohol to evaporate.
Stir in the cocoa powder, honey, and half of the chili powder. Mix well and simmer over low heat for 5 minutes.
Melt the finely chopped dark chocolate into the sauce, stirring continuously until smooth and glossy.
Season with salt, pepper, and the remaining chili powder. Stir to combine, and simmer for another 2-3 minutes.
Serve the sauce hot with grilled meats, steak, or roasted vegetables.
