Trim the beef and cut it into thick slices. Season generously with salt and pepper, then let it rest at room temperature for 15 minutes.
Heat the olive oil in a skillet over medium-high heat. Sear the beef slices for 2-3 minutes per side, until nicely browned. Remove from the skillet and set aside.
In the same skillet, sauté the finely chopped onion and crushed garlic until softened. Add the tomato paste, soy sauce, and Worcestershire sauce.
Add the rosemary sprig and chili powder (if using) for a touch of heat. Simmer the sauce over low heat for 10 minutes to allow the flavors to meld.
Return the beef to the skillet and cook over low heat for another 10 minutes, allowing the meat to become tender and absorb the flavors of the sauce.
Serve the roasted beef hot, drizzled with the spicy sauce. Steamed vegetables or mashed potatoes make an excellent side dish.
