In a large bowl, combine the flour, egg, water, and salt. Knead until a smooth, elastic dough forms. Cover and let rest for 30 minutes.
For the filling, mix together the ground beef, finely chopped onion, minced garlic, salt, and pepper. If needed, add a little water to make it juicier.
On a lightly floured surface, roll out the dough thinly. Cut out circles using a cookie cutter or a glass. Place a teaspoon of filling in the center of each circle.
Fold the circles in half, pressing the edges to seal. Bring the two ends together and press to form the classic pelmeni shape.
Bring a large pot of salted water to a boil. Cook the pelmeni in batches for 6-7 minutes, or until they float to the surface.
Drain the cooked pelmeni, then toss with a little melted butter to prevent sticking. Serve with sour cream and freshly ground black pepper.
Tip: You can also freeze the pelmeni. Frozen pelmeni will require approximately 10 minutes of cooking time.
Serve with a little broth for a more substantial and warming meal, especially on cold days.
