To make the dough, combine the flour, yeast, sugar, and salt in a bowl. Add lukewarm water and olive oil, then knead until you have a smooth dough.
Cover with a kitchen towel and let rise in a warm place for about 1 hour, or until the dough has doubled in size.
Meanwhile, prepare the filling: finely chop the onion, garlic, and tomato. In a skillet, sauté the onion in olive oil until softened.
Add the ground beef and cook for 8-10 minutes, until nicely browned.
Sprinkle with cinnamon, cumin, salt, and pepper. Add the chopped tomato and lemon juice. Mix well and cook for 5 minutes.
Remove from the heat, stir in the chopped parsley, and let the filling cool completely.
Preheat the oven to 400°F (200°C). Divide the risen dough into 6 equal portions and roll each portion into a circle about 4 inches (10 cm) in diameter.
Place a tablespoon of filling in the center of each dough circle, then fold up the edges to create a slight rim.
Place the meat pies on a baking sheet lined with parchment paper and bake for 15-18 minutes, or until the dough is golden brown.
Serve fresh, with yogurt or a squeeze of fresh lemon juice, if desired.
