In a medium saucepan, combine the water, cinnamon stick, cloves, nutmeg, and grated ginger. Bring to a boil, then reduce heat and simmer for 5 minutes to allow the flavors to meld.
Add the black tea to the saucepan and let steep for an additional 3-4 minutes.
Strain the spiced tea through a fine-mesh sieve to remove the tea leaves and spices.
In a separate saucepan, heat the milk until warm, but do not boil. Froth the milk using a handheld milk frother or whisk until you achieve a silky foam.
Combine the strained spiced tea with the warm milk, then stir in the honey until well combined.
Pour the chai latte into a glass or mug and spoon the milk foam on top. Serve hot, and sprinkle with a pinch of cinnamon if desired.
