Rinse the beef chuck, pat it dry with paper towels, and cut it into cubes.
Heat the vegetable oil in a large pot or Dutch oven over medium heat. Add the diced onions and sauté until translucent.
Add the minced garlic, Hungarian sweet paprika, and ground cumin. Stir well to combine and bloom the spices.
Add the beef cubes and sear on all sides until lightly browned.
Pour in the water. Add the bay leaves, hot chili pepper, sliced carrots, chopped celery stalk, diced potatoes, and diced tomatoes.
Season with salt and pepper. Bring to a simmer, then reduce heat, cover, and cook for approximately 1.5-2 hours, or until the beef is tender.
Add the kidney beans and cook for an additional 10-15 minutes.
Serve hot with fresh bread or a side of hot peppers.
