Place the bulgur in a bowl and pour hot water over it until just covered. Cover the bowl and let it sit for 10-15 minutes, or until the bulgur is softened.
While the bulgur is soaking, wash the parsley, mint, tomatoes, and cucumber. Finely chop the parsley and mint.
Dice the tomatoes and cucumber into small cubes, then place them in a large bowl.
Once the bulgur is softened, drain any excess water, and add it to the vegetables.
Add the chopped parsley and mint, then season with lemon juice, olive oil, salt, and pepper.
Thoroughly mix all the ingredients together. Serve chilled or at room temperature.
