Place the bulgur in a bowl and pour hot water over it until it's covered. Cover and let it stand for 10-15 minutes, or until softened.
Wash the tomatoes, cucumber, and bell pepper, then dice them into small cubes.
Finely chop the red onion and fresh parsley.
In a large bowl, combine the bulgur with the diced vegetables and chopped red onion.
In a small bowl, whisk together the olive oil, lemon juice, salt, and black pepper. Pour the dressing over the salad.
Thoroughly mix all the ingredients together. Serve fresh or chilled.
