Place the ground turkey in a bowl. Add the breadcrumbs, egg, finely chopped onion and garlic, and the chopped parsley. Season with salt and pepper, then mix thoroughly.
Shape the mixture into small meatballs or flattened patties and place them on a plate.
Heat the oil in a skillet over medium heat. Cook the turkey meatballs for 4-5 minutes on each side, until golden brown and cooked through.
Meanwhile, prepare the vegetable rice: rinse the basmati rice, then bring the water to a boil in a saucepan. Add the rice, diced carrots, and green peas. Reduce heat to low, cover, and cook for 15 minutes, or until the rice is tender and the water is absorbed.
Serve the freshly cooked turkey meatballs with the warm vegetable rice. Garnish with fresh parsley, if desired.
