Heat the sugar in a saucepan over low heat until it melts and caramelizes to a rich amber color.
Add the sesame oil, minced garlic, and ginger, and sauté until fragrant, about 30 seconds.
Pour in the fish stock, water, and fish sauce, and stir well to combine.
Add the chili flakes, and simmer the sauce over medium heat until slightly thickened, about 10-12 minutes.
Let it cool for a few minutes, then serve with grilled fish or seafood.
