Rinse the rice thoroughly under cold water to remove excess starch. This helps prevent a sticky texture.
Finely chop the onion and garlic. In a medium saucepan, heat the olive oil over medium heat.
Add the chopped onion and sauté until translucent, about 3-4 minutes. Then, add the garlic and sauté for another minute until fragrant.
Sprinkle in the turmeric, black pepper, and bay leaf, and stir to coat the onion, allowing the flavors to bloom in the oil.
Add the rice to the spiced mixture and toast for 1-2 minutes, stirring constantly, until the rice is lightly toasted and fragrant.
Pour in the water, add salt, and stir once. Cover and simmer on low heat for about 15 minutes, or until the rice has absorbed all the water.
Turn off the heat and let the rice rest, covered, for another 10 minutes. This helps the grains to fully soften.
Remove the bay leaf, then gently fluff the rice with a fork. Stir once more before serving.
